senators reids and mcconnell are discussing a potential agreement where we can get a bipartisan bill out of the senate over to the house and done in a timely fashion so that we met the december 31st deadline. but given how things have been working in this town, we always have to wait and see until it actually happens. the one thing that the american people should not have to wait and see is some sort of action so if we don't see an agreement between the two leaders in the senate, i expect a bill to go on the floor. and i've asked senator reid to do this, put a bill on the floor that makes sure that taxes on middle-class families don't go up. that unemployment insurance is still available for 2 million people, and that lays the groundwork then for additional deficit reduction and economic growth steps that we can take in the new year. >> all of this still developing. and we will have more on all of it with mark shields and david brooks later in the program. >> also ahead >> warner: also ahead, between now and then; protesting a gang rape in india; mass producing high quality education

agree to anything, the president called on senate majority and minority leaders harry reid and mitch mcconnell, to lay out a deal. >> if we don't see an agreement between the two leaders and the senate, i expect a bill to go on the floor. and i have asked senator reid to do this. put a bill on the floor that makes sure that taxes on middle class families don't go up. that unemployment insurance is still available for two million people. and that lays the ground work for deficit reduction and economic growth steps that we can take in the new year. but let's not miss this deadline. >> as for the leaders they sounded a bit more hopeful than the president. >> i think it was a very positive meeting. there was not a lot of hilarity in the meeting. everyone knows how important it is. it is a very serious meeting and it would take an extended period of time as you know, waiting for us. >> i share the view of the majority leader. we had a good meeting down at the white house. we are engaged in discussions, the majority leader and myself and the white house, in the hopes that we can come forward as earl

senator harry reid and mitch mcconnell are trying to hammer out a deal the house might approve, but the house is ticking. joining us now are our political strategists. brendan, the president today said is he going to have senator mcconnell, senator reid start off on this package, but doesn't that eliminate a big player in this, which is john boehner, if this has to get passed through the house? >> certainly and he's been talking with the speaker all along. i think he's basically saying the house is really at an impasse. i don't think they can pass it on their own, but if there's a bipartisan deal that senate republicans and senate democrats can pass, the speaker's office indicated they may bring it up in the house even if they only get 1/3 or 1/2 of the republicans, if there are enough democrats, it can pass in the house. that's really been the problem. the speaker wants to bring a bill and get the majority. >> jack, let me ask you, one of the complaints we've heard is that speaker boehner has a policy he does not bring a bill to the floor of the house that does not have a majority repu

what minority leader mcconnell was saying today, the tone was right. i think you'll see something coming out of the senate on an up or down vote which they'll have to have happen, but i think the problem comes on the house side, whether or not in fact speaker boehner is going to allow what the senate sends their way to go out on an up or down vote without having a majority of the majority. >> this is what speaker boehner said he wanted, to push this off to the senate, but nothing we saw today helps us answer to big question, can the speaker bring his conference onboard? could house republicans now be ready to accept a compromise even if they don't like what's in it? >> i think a lot depends on what the democrats are willing to give at this point. the democrats sort of have an interesting dilemma, the bird in hand issue. if you have something come out of the senate where the tax threshold goes up to $400,000 rather than $250,000 where there's some kind of concession to republicans and frankly to some democrats from upper income states who would like tha
